    The Predicament of Mass Sports Governance for People with Disabilities and Path to Solution Under the Perspective of Inclusive Development

    • The inclusive development of mass sports for people with disabilities and national fitness is one of the missions of the construction of the Healthy China, and the realization of equality, participation and sharing for people with disabilities in the field of sports requires an inclusive institutional design and governance system. During the 13th Five-Year Plan period, the three important tasks of mass sports for people with disabilities are “fitness demonstration sites for people with disabilities”, “family rehabilitation and sports services for people with severe disabilities”, and “training of social sports instructors for people with disabilities”. We conducted an in-depth analysis on the governance situation of the above tasks. The main factors that restrict the inclusive development of sports for people with disabilities were found to be the deviation of institutional design, the loss of policy implementation, the lack of motivation of social organizations participation, and the dependence on the path of sports participation for people with disabilities.In response to the above problems, it is proposed that the development of mass sports for people with disabilities should be based on the development path of combining inclusive programs and special programs, promoting the reform of the governance system of mass sports for people with disabilities for inclusive development, creating a favorable atmosphere for the inclusion of mass sports for people with disabilities, and improving the motivation of participation in sports for people with disabilities. It is suggested that during the 14th Five-Year Plan period, we should establish a pattern of “joint construction, joint governance and sharing” among departments, introduce relevant service standards and norms, take into account the reasonable convenience of disabled people's participation in sports in public services, and cultivate professional sports service teams in multiple ways.
