China’s Governance of Ethnics in Sports Science and Technology: Boundary, Content and Approach

Abstract
The governance of ethnics in sports science and technology(S&T) aims to provide a safety net for S&T empowered highquality development of sports. By the methods of literature review and the unification of history and logic, this study explored the connotation, attribution, boundary, content, and approach of governance of ethnics in sports S&T. The study suggests that the ethical risks in sports S&T are attributed to the legitimacy of the purposes or values embedded into products by designers, as well as the uncertainty of the resultant consequences from the superposition of technological effects. There are internal and external boundaries to sports S&T. Externally, the use of sports S&T must not break the ‘hard law' or the ‘soft law'; internally, the use of sports S&T should ensure the completeness of sports structure and functions: Safeguarding life safety, ensuring fair participation, and keeping gratuitous logic and intrinsic value. The governance of ethnics in sports S&T cover six aspects of contents: conformity with the hard law, conformity with the soft law, physical safety, fairness in participation, gratuitous logic, and goodness in the end as the purpose.In the processes and procedures of governance of ethical risks in sports S&T, five basic principles should be adhered to, namely,people-centered, governance-innovation balance, priority of ethics, responsible innovation, and collaborative governance. Regarding the specific approaches to the governance, further efforts should be made to strengthen academic research on the governance of ethnics in sports S&T, to elevate the level of ethics in sports S&T and the education level of S&T literacy, to enhance the awareness of risk prevention and control of responsible parties, to have agile governance in critical areas, to improve the governance norms of ethnics in sports S&T, and to have global cooperation and exchanges on the governance of ethnics in sports S&T.
