Abstract
Community of residents “from rural villagers to urban residents” is a special type of communities generated in government-led urbanization in the context of no radical changes to the urban-rual dual structure and the household registration system in China. By literature data analysis, field investigation and interview methods, this study discussed the dilemma in the transition process of the governance bodies of communities of residents “from rural villagers to urban residents”. To reestablish the governance bodies of public sports services: 1) Clarify functional roles and strengthen the leading role of community party branches in the governance of public sports services; 2) promote burden reduction and delegation of power to lower levels, and increase the governance efficiency of community residents' committees in public sports services; 3) attach importance to the cultivation and support of social organizations in sports for their healthy development; 4) deepen the system reform and transition, and encourage original collective village economic organizations to participate in the governance of public sports services; 5) strengthen the orientation at service and promote property management companies to participate in the governance of public sports services; 6) improve the organizational structure and highlight the role of Owners' Committee in the governance of public sports services.
