Abstract
Drawing from the government work reports of 25 provinces, autonomous regions, and municipalities directly under the central government in China, this study delves into practical models, responsibilities, hallenges, and optimization strategies employed by local governments to advance the innovative development of sports and medicine fusion. The research findings reveal that, contingent upon the dynamics of operational relationships and methods of resource integration, local governments adopt functional extension, joint operation, and network radiation practical models in the pursuit of sports and medicine fusion. Regarding the responsibilities associated with sports and medicine fusion, the focus lies on coordinating organizational structures, fostering diverse collaborative networks, and formulating policies and institutional frameworks. To ensure the seamless operation of the fusion, corresponding incentive mechanisms, service structures, feedback loops, and safeguard mechanisms have been instituted. In addressing the challenges within innovative fusion practical models, it is imperative to target institutional obstacles, devise specific optimization strategies, kindle the desire to integrate sports and healthcare systems, and transform this spiration into tangible actions. Guiding overall fusion actions aims to ensure a sustained enhancement of fusion effects.
