Abstract
In the post-decoupling era, promoting cross-departmental collaborative supervision of individual sports associations is essential to address practical challenges, reshape government-society relations, and establish a comprehensive regulatory system.Using holistic governance theory and logical analysis, this study explores the framework, challenges, and pathways for crossdepartmental collaborative supervision of individual sports associations in China. The findings suggest that this framework consists of five key components: public value concepts, integrated coordination bodies, legal systems, coordination mechanisms, and information technology. At the current stage, cross-departmental collaborative supervision of individual sports associations in China faces obstacles in terms of concepts, organization, institutions, mechanisms, and technology. The study proposes several practical pathways to enhance cross-departmental collaborative governance, including cultivating public value concepts, improving comprehensive institutional configuration, optimizing and reconstructing institutional systems, strengthening coordination mechanisms, and advancing the integration of smart technologies.
