Abstract
The complexity of youth sports work in our country necessitates policy coordination. This study analyzes the changes and effects of youth sports policy coordination in China from 2012 to 2022, based on the perspective of coordinated innovation of policy objectives and measures. The study found that the continuous improvement in the overall coordination of youth sports policies in China in the new era is the result of the joint action of policy objectives and policy measures. With the vigorous development of youth sports work in China, the coordination between various policy objectives and policy measures for youth sports has also gradually increased. These diverse coordinated relationships have significantly positive impacts on promoting the two policy objectives of building youth sports organizations, venues and facilities for youth sports, but have less significant effects on promoting youth sports activities. Directive policy measures demonstrate the best coordinated effect on building youth sports organizations, venues and facilities, without diminishing the coordinated effects of other policy tools. The coordination of capacity-building policy measures plays a stable role in achieving various policy goals, and it is becoming an endogenous driving force for the high-quality development of youth sports in China. The coordination of learning-oriented policy measures proves to be more effective in promoting the attainment rate of the area of youth sports venues and facilities, underscoring the increasing emphasis on the unique nature of the development of youth sports in the country. However, incentive-based policy measures demonstrate a characteristic of high utilization but low efficiency in coordination, with subpar coordination effects with various policy objectives. In conclusion, the formulation of youth sports policies should not subjectively exaggerate the positive effect of any single policy measure’s coordination. In the future, there is a need to further explore how to maximize the overall benefits of policy measure coordination.
